Battery will not charge on dump trailer while connected to vehicle?

It is a PJ Dump Trailer and is hooked up to a Ford E-350 van. It has the fuse relay for charging trailer batteries and it is good. The fuse in the fuse box is also good. When I put a voltage meter to the van end of the plug, its putting out 13.0 volts.

The pub was a nice place to stay at, full of idiosyncrasies only an old pub hotel could develop down the years. You couldn't creep up on anyone at that place, that's for certain; every step set off a chain reaction of creaking floorboards, and I couldn't set foot off the bed without trumpeting that I was out and about. The floors were carpeted in what was once a richly coloured carpet, all oriental flourishes, but had faded down the years, including on the steps I fell down last night. I was very slow getting going this morning, and once I'd traipsed down all my belongings to where the bike was stored in the hotel owners' private yard, I started up main street. The plan was pop into the camping store and the op shop as I left, for it was that late everything was open, and see if perhaps I could pick up shoe covers just in case the cold front I'd been warned about actually came through. I knew it was dirty, and had been planning on doing so at Cann River, just before I started in on the hills proper. There was still some dirt and sand on the bike from traipsing through the East Gippsland Rail Trail, which is sandy gravel for the most part. I looked at him, at my most wide-eyed and dumb, because I didn't feel like explaining myself. I picked up a new water bottle while waiting about, and did a bit of exploring around town, then meandered down, following the directions he'd given me. I parked the bike against the fence, pulled out the stack of blank cards I'd made early...
