I would say a 4 piece grinder, like the space grinders with the screens. I have never had any complaints about it... it depends on what the herbs are being used for.

I love using whole spices and herbs when I cook. The aroma and flavor is so much more intense and whole when you add an herb or spice you've just toasted or ground up. We are lucky and blessed to have an amazing co-op in Rochester with one of the largest bulk foods sections in the state. It is so fun to go and buy bulk spices and herbs there. If they don't have it, you won't find it anywhere else. I love the spices of far eastern cuisine. Not only the tastes, but the scents and the looks. We don't, unfortunately, adventure much into the world of Asian and Indian cooking. I'm not sure why. I think it slightly intimidates me. The Americanized versions I won't eat (chalked full of fat and other stuff I don't want to put in our bodies), and I only know a dish or two to home make (stir fry), but both cultures offer such an amazing array of good vegetarian options. Most rely on legumes and grains and vegetables with spices. And it is pungent. Be careful how much you use in your recipes. According to my research, Garam Masala differs by regions in India, using different spices, and most cooks skilled in it will add the spices one by one to their dishes, always tasting to make sure the taste is right on. For time sake, and for it being my first time, I bought all the spices whole, toasted them all together, and ground them all together. 2.
